MILWAUKEE (AP) — The attorney for a former Milwaukee elections official charged with fraudulently ordering three military absentee ballots under fake names and sending them to a Republican lawmaker who embraced election conspiracy theories argued Monday in opening statements that she was a whistleblower and not a criminal. Kimberly Zapata, the former deputy director of the Milwaukee Election Commission, is on trial for misconduct in public office, a felony, and three misdemeanor counts of making a false statement to obtain an absentee ballot. In Milwaukee County Circuit Court, Zapata's defense attorney Daniel Adams told the jury that she committed no crime, the Milwaukee Journal Sentinel reported. Milwaukee, home to the largest number of Democrats in Wisconsin, has been a target for complaints from Trump and his backers. The court ruled 4-3 that the Superior-based Catholic Charities Bureau and its subentities' motivation to help older, disabled and low-income people stems from Catholic teachings but that its actual work is secular. Protasiewicz's media consultant, Ben Nuckels, inserted hidden images of horses in television ads attacking Kelly as an inside joke. A review of Protasiewicz's ads on her You Tube site turned up horses in the background in at least three ads. Phillips last week asked the Wisconsin Supreme Court to order that his name be added to the primary ballot in the battleground state after he was excluded by the state’s top Democrats who only put President Joe Biden’s name on the April 2 primary ballot. The bipartisan presidential selection committee that didn't forward his name in time, as well as the Wisconsin Elections Commission, told the Supreme Court in a joint response on Wednesday that Phillips waited too long. They also argued that Phillips has no standing to bring the challenge because the presidential selection committee has the sole discretion to decide who gets on the ballot. The Wisconsin Elections Commission traditionally just accepts the recommendations from party leaders that come forward through the presidential selection committee. The court ordered new maps with contiguous districts, but also said the maps must not favor one party over another. Following Friday's map submissions, a pair of consultants hired by the Supreme Court will analyze the proposals and issue a report by Feb. 1. The consultants could choose to ignore all of the maps submitted last week and put forward their own plan. Some counties in Wisconsin have been using cheese brine or a beet juice blend instead. A few counties across the state have used cheese brine to melt icy roads in the winter. Green County is lucky enough to have a functioning cheese factory where it gets its cheese brine for de-icing. Other counties, like Polk County and Burnett County, have used cheese brine in the past but stopped when the local cheese factory halted operations.
